Colombia’s foreign minister said Thursday that the country has started negotiations with Ecuador to de-escalate the trade war between the two nations triggered by disagreements over the fight against drug trafficking.

The two South American countries have imposed reciprocal 30 percent tariffs on dozens of products since Sunday, after Ecuadorian President Daniel Noboa accused Colombia of not doing enough to combat organized crime at their shared border.

“We are in a negotiation process with Ecuador. We made them a proposal, and they made us a counterproposal,” Colombian Foreign Minister Rosa Villavicencio said in an interview with Bogota-based Blu Radio from Washington, where she is accompanying left-wing President Gustavo Petro on an official visit.

Petro met this week with his American counterpart Donald Trump, who offered to mediate the tariff dispute.

The foreign ministers of Colombia and Ecuador held an initial meeting in Panama last week, but no details of the conversations have been released.

The talks come as the tariff dispute has intensified in recent weeks.

Colombia suspended energy sales to Ecuador following the initial tariff announcement, and Ecuador last week increased the tariff for transporting Colombian crude oil through its pipeline by 900 percent.

Villavicencio called for a meeting of Ecuadorian and Colombian diplomats to be held within a week’s time.

The two countries share a border of approximately 600 kilometers (370 miles), where Colombian guerrillas and drug traffickers operate.

Ecuador has the highest homicide rate in Latin America, with 52 murders per 100,000 inhabitants.

Colombia is the world’s largest producer of cocaine. Most of it passes through Ecuador before being transported by sea, primarily to the United States and Europe.

Noboa has defended the tariffs as compensation for the money invested in border security.
