WILLEMSTAD.- Not all the raffle tickets enter the extra drawing of Curaçao's Numbers Game, according to a research that Extra did. In different offices, the bags with customer tickets are stopped without someone taking them to the national television plant where every Sunday the extra raffle is held. In some cases, the losing tickets must be thrown in an open container. There are places where they have a plastic bag.

EXTRA analyzed the situation after different buyers remarked, that many times it is the same people who win the extra draw and in the same areas. In the past, EXTRA questioned this matter, considering that there must be a system that guarantees buyers that their losing ticket reaches the central point.

The distrust of customers has increased so drastically, that many of them move on Sundays to the national plant to ensure that their tickets reach the mouth of the draw. On Sunday, both those who fail to deliver the tickets before the last day (which is usually on Thursdays) and those who do not trust the matter, go and deliver their losing tickets personally.

EXTRA reported in different offices how this issue is developing. There are offices that really comply so that the tickets reach the main headquarters and in turn, they reach our national plant. But in some offices they recognize that bags filled with tickets are right there, without anyone deciding to take them to the place where they should arrive. The Curaçao Numbers Games Foundation apparently does not have a system to control this situation either. This is not right, considering that the consumer does believe that his losing ticket is reaching its destination. In the past, the idea of ​​creating an official mailbox that passes and collects the tickets instead of a system that is free. There are some offices in which they have sealed mailboxes. Others simply have a container to fill it with the papers they lost. As indicated, the plastic bags to collect the tickets are also well used.

EXTRA recommends that you first check the loser tickets to see if they are actually sent to the draw. Perhaps the multidisciplinary team that deals with fiscal matters can also do so. In the future, they should think about a uniform system that goes by looking for all the tickets, so that all players have their guarantee that they are participating in the extra draw. Something that is also remarkable is that there are extra lottery papers that are of a normal size but there are offices that have a long role. With regard to the sale of number games that do not pay extra percentages, known as illegal sales, EXTRA noted that the amount is rising again, despite all the controls that are taking place. Nowadays you can easily listen in different offices, that the same salesmen ask the players if they want the numbers "with or without", which is an indication that the sale without OB continues normally. The sale without OB and the extra percentage of 4%, means that people cannot participate in the extra raffle. This also means less entry for the Government by concept of OB over the number games.
